Plan Review - Licensed Facilities

Plan Review is the process of ensuring that new facilities & operations are built and operated according to adopted rules. We consider the physical facility, operations, goals, and establish expectations with new clients to ensure that our licensed facilities are both safe, and successful.

How Does Plan Review Work?

1. A client submits their written plan to our office (along with a fee). Our fee schedule document is on this webpage: https://www.hoodrivercounty.gov/fpl .

   • Fees are subject to change. Ask us which fee applies to your type of plan review process.
   • Ask for help if you need it!

2. After reviewing your plan, we either 'approve', 'conditionally-approve', or 'not-approve' the plan.
   • In most cases, we respond with a written letter describing our determinations, conditions, etc.
   • It is very important for our clients to read these letters (or ask for help if they do not understand a letter) .
   • If 'not-approved', we help our clients develop plans that can be approved.
     • There are no additional fees for this part of our service to our clients, unless we have to perform additional inspections (site-visits).
3. Once plans are 'approved', we direct our clients to begin building/renovating/acquiring their facility.
   • We wish to emphasis that this is a ‘plan’ review process, not a finished establishment review process.
   • Submit plans before you buy/build/remodel a licensed establishment.
   • Any changes that are required will be your financial responsibility and must be completed before you are permitted to operate.
4. Once ready-to-open, we need to perform an inspection to verify that plans were followed, and Code compliance was achieved.
   • Full compliance with Rule requirements is required prior to opening a new or remodeled facility.
     • If more than one pre-opening inspection is required, a fee may be required. Our fee schedule document is on this webpage: https://www.hoodrivercounty.gov/fpl .
       • In most cases, these extra inspections are counted as 're-check' inspections and may be deducted from the pool of 'free' re-check inspections included with the annual license fee (we presume that the new operation will eventually pay for and proceed to licensing). This means that if (once operating) no additional re-check inspections are necessary, the operation avoids paying the re-check inspection fee. If additional re-check inspections are required due to operational violations, fees for these extra inspections will need to be paid. This process is not automatically offered in every situation.
       • If a third (or more) re-check/pre-opening inspections are required, a fee will be charged prior to scheduling each site-visit(s).
5. After passing the pre-operational / pre-opening inspection, a formal license or approval is issued by our office (once the annual license fee is paid).

Food Establishments:

• Restaurants , and Other Permanent Food Establishments:

  • Also, State Code says:
    • OAR: 333-030 -0040(1) ". No person shall construct, enlarge or alter any organizational camp or convert the use of an existing structure to an organizational camp without first securing appropriate permits. A copy of a building plan approval or building permits issued by the building department having jurisdiction must accompany the plot plan. "

          Swimming Pools & Spas (Hot-Tubs):

          • Plan Review is performed by the Oregon Health Authority, Public Pools and Tourist Facilities Program
            • Follow their Process & Guidance .
            Food Warehouse Plan Review Questionnaire May be used for a warehouse plan review application. Bulk-Cooling Plan Template May be used to draft a supplementary bulk cooling plan.

            Commissary/Warehouse Usage Agreement Template Only. We recommend consulting legal council before signing any agreement.

            Prolonged Power Outage Mitigation Operational Plan Review Application The purpose of this plan review process is to ensure that any proposed operational plan complies with all requirements of Oregon State Rules and Statutes. All facility and plan alterations are the financial responsibility of the project proponent and must be completed before operating during a prolonged power outage. It is advisable that submitted plans follow and ‘All Hazards’ preparedness paradigm. Prolonged Power Outages may occur in our area for multiple reasons.

            Boil Water Outage Mitigation Operational Plan Review Application The purpose of this plan review process is to ensure that any proposed operational plan complies with all requirements of Oregon State Rules and Statutes. All facility and plan alterations are the financial responsibility of the project proponent and must be completed before operating during a boil water advisory. It is advisable that submitted plans follow and ‘All Hazards’ preparedness paradigm. Boil water advisories may occur in our area for multiple reasons.

            Organizational Camp - Plan Review Application (*.PDF) Org. Camps include: ". ORS: 446.310 Definitions. (7) “Organizational camp” includes any area designated by the person establishing, operating, managing or maintaining the same for recreational use by groups or organizations that include but are not limited to youth camps, scout camps, summer camps, day camps, nature camps, survival camps, athletic camps, camps that are operated and maintained under the guidance, supervision or auspices of religious, public and private educational systems and community service organizations. "
